The Picture of Dorian Bush

It occurs to me that in yet another sense, Bush's presidential career is a photographic negative of Bill Clinton's:

-Clinton responded rapidly and effectively to terrorism and natural disaster.
-Clinton was scrupulously conservative when it came to government spending, and left office with a massive surplus.
-Clinton spent all but the first two years of his Presidency with an opposition Congress that hated his guts.
