Can't speak to the details yet, but this Globe story makes it sound like our regulators are - gasp - actually interested in competition in the telecom industry: the CRTC will be regulating VOIP services, to ensure that Bell can't crush this new industry in the cradle.
Good for them. See? Even when Parliament is filled with babbling morons, the government can still work. Hell, it might even work a bit better.

Again yet another person who doesn't have a fucking clue about CRTC, telecommunicaitons or business. The CRTC are still the lapdogs of Telus and Bell. They listen to the big boys because they pay more fees and thus when a big player complains, the CRTC listens. Small VoIP companies don't.
The CRTC has also been known to crush VoIP companies who don't follow regulations that they seem to invent out of thin air. That is, when you get to a certain size you better damn well be in the old boys club, have a LOT of money to protect yourself or you're dead.
