Obviously, this is not conducive to continuing peace. At what point do we get to accuse the Israeli government of double-dealing here?

I think that's about right. One thing I'd add is that this doesn't change anything in reality, it just codifies what Beijing is thinking. That's not a bad thing at all, if you subscirbe to game theory.
