Stop trying so hard. "Nattering nabobs of negativism" was coined by noted wordsmith (*gag*), William Safire, who used it ad nauseam throughout his life. I imagine that's who Ignatieff would first think of crediting that with, not the long-dead and quickly-forgotten Spiro Agnew.
Better to fault Ignatieff for being pretentious, yet again.
